The point I was making is it is much more devisive for BYU to make a report stating "Lazy People are Poor and Only Want Handouts." That would be personally attacking a segment of the population. Just because a paper was written stating the opposite doesn't make it the end all.

There is a large contingent who doesn't work because they benefit from a welfare state. And there is a large group on welfare who wants to work. Two ends on thus debate.
