I would like a rule change that an intentional foul when you’re not down is one
Shot and the ball. It just doesn’t seem right to fouls and prevent them from shooting a three. It’s not how the game should be played.

Problem is it is not an intentional foul if you’re going for the ball. I know

It’s a judgment call. I don’t think it would be terribly hard to adjudicate.
