found out last night my BIL was contacted by email by "Paypal" and told $900
was missing from his account and he needed to call a number to get it straightened out.

Yep. He did it. He called. He gave them access to his computer, they took control. He's got a mess on his hands.

Best part is he doesn't now, nor ever has had a Paypal account.

He's only 63 and a lawyer. I've never been happier to see 1100 unread emails in my 88 yr. old mother's inbox, and I won't upgrade her computer and get her back online.
