it exists in NCAA, specifically in regards to when a defensive player moves first and the offense "reacts" to that movement? Also whether a neutral zone infraction occurs when a defensive player enters the neutral zone but gets "back onside" prior to the snap.

I think things have moved a bit over the years and I'm not sure where things currently sit at the NFL, NCAA and high school levels.
