the end of a game if there is a penalty on the offense?

I watched a game tonight and the game ended, but with a second left they called a false start on the offense. They backed them up, put a second on the clock and gave them another chance. Is that right? Is that how it works in high school? Seems dumb to reward a team with an extra play for committing a penalty.
