unless they want to pick apart every single QB at every level. Never throwing off of your back foot just isn't something that QBs are told any more. Throwing off your back foot can be quicker, and is the correct way of making certain throws, including the throw that Retzlaff made on his interception against Wyoming. He needed to get more air under that ball to get it deeper and closer to the sideline.
All QBs throw off their back foot at times. Stop pointing it out like it's some brilliant critique of QB play.
