Commanders have been lobbying congress to transfer control of the old RFK stadium site to DC so they can work with DC to develop it.
House passed a bill early in this session, senate never passed it. The bill was included in the earlier 1500 page CR but not in the much smaller CR that ultimately passed.
And then at 1 in the morning after funding the government the senate finally passed the stand alone bill they had been sitting on in a surprise move.
So now the commanders have the option to move back to DC.
