I should clarify about my previous post, the next step in Utah is called Notice of Eviction: Three Day Notice to Comply with Lease or Vacate. So technically it serves more as a warning. In this case I think compliance would be to stop the current nuisance behavior under the threat of eviction.
On the other hand, it seems like it's a pretty severe relapse into meth or some other hard drug and I don't think there's much anyone can do to limit the current behavior.
