Why did the NCAA institute the substitution rule where a big, fat lineman
strolls off the field and creates havoc for the offense to speed up their play at the last second? It seemed in the past, when the defense could get a penalty, that it worked fine to have those guys hustle off the field instead of slowly walking off the field. Shouldn't that be a penalty on the defense for delaying the game? Why even make the change? What was the purpose for making the change?
