I wish the conference would come out in the offseason and say they will
have referees focus on calling penalties for simulating snap counts. There was a game earlier this year, I can't remember which, where the Utes were called 3 separate times for this very thing. I was so happy, I thought maybe they'd be forced to stop using that technique. However, in their subsequent games and again when they played us, they got away with it a few times.

Also, tell the league they will focus on timing of defensive substitutions. If coaches and players aren't hustling like they should, let the ball be snapped and 12 men on the field penalties result against the defense. Maybe state a given time allowance so the offenses know what's acceptable. Just tell the defenses they'll have 15 seconds to substitute. The referee will stand over the ball for 15 seconds (or whatever amount) after the offense substitutes, but after that, the offense can snap the ball.

Wish Whit wouldn't use bush-league tactics. I know other schools do the same thing, but from what I've seen this is a big part of the Utes strategy compared to others. Can schools submit requests for this type of thing? Someone needs to bring it to the attention of those in charge.
