When you see shoulder pad it is a “felony” not a “misdemeanor.” It is very clear from 5-8 yards past the line of scrimmage the jersey is being grabbed. The official has no choice but to call that.
Also, the QB is still standing (it is irrelevant to the rule anyway) so that excuse about Jake being sacked already goes out the window. The “consistency” argument about it not being called all day doesn’t hold water because clear violations on a deciding drive that affect the outcome are precisely when a penalty should be called. A rule is a rule and it was clearly violated. Complain all you want, but rules exist for a reason and SHOULD be enforced when the violation of which impacts an outcome. Utah fans’ arguments are like arguing you shouldn’t get a ticket for going 10 over by a school during the day when school is in session because your buddy got away with going 10 over on that same street at midnight. Different junction in time, different risks and ramifications. No judge would consider that a valid defense and neither should any referee. Lack of enforcement of a law doesn’t mean a law isn’t valid.
