Long story short: my sister in Utah sold her van earlier this year and since then the van was in an accident. Now her license is being suspended indefinitely even though she had nothing to do with the accident. Why? Next owners chose not to register or insure it. Then they turned around and sold it and the people that bought it wrecked it.

There is no bill of sale (huge mistake). I'm gathering that she's being held responsible. What should she do next?
