I wish there were exceptions for field stormings...
It's incredibly unreasonable to expect a school to contain all the emotion of its fans in a big monumental moment for their program so as to not be nailed with a financial penalty. I understand safety concerns for the athletes and staff. I'd say it's more reasonable to just be on the hook for any medical expenses that come about for an injury to any staff, athelete, media member, etc.

Risk of injury is already inherent to being on the field during the actual competition. I don't think the rush of injury during a field or court storming is any greater than during competition. In fact, it's probably a lot less.

So these are the exceptions I'd propose for all conferences if I had any say in the matter. Of course, they'd still have to liberty to make minor adjustments as they see fit.

1. You're an unranked team that just beat a top 10 team.

2. You're a team outside the top 10 that just beat the number 1 team.

3. You just beat your rival after having lost to them 5+ games in a row

4. You just capped off an undefeated regular season.

5. You just won the conference championship or national championship.

6. You just got bowl eligible or secured a winning season after 5+ years of losing seasons.
