I think the ref explained it wrong on his mic when he gave the ball back to Tennessee. The violation appears to be due to the kick going beyond the set up zone untouched (set up zone is receiving team’s 30-35 yard line, which is not changed on a free kick after safety if they declare onside attempt before kicking).

They correctly gave the ball to Tennessee at the 10 yard line, but the ref was confused.

Also I think Miami had no idea what they were doing and Tennessee team should have fair caught the ball. Everybody was wrong on that play.
