Been trying to figure out why that was called a penalty. Looking over the rulebook on unsportsmanlike conduct. Article 1, item d says any violent gesture. I'm guessing this is the reason, though personally mimicking a gun shooting into the air isn't a violent gesture IMO. If you were mimicking shooting a gun at people, then sure.
