By taking the top 4 from the MWC, and and leaving others like Utah State out of the move, it makes the remaining school more desperate. They end up in a watered down MWC, especially if they back-fill the other FBS school under discussion or even with FCS schools.

Could enough of those still in the MWC (e.g., not currently invited to the PAC) vote to cancel the exit fee in return for getting an invite to the PAC?
